What does that have to do with Soviet bases being there? Do you think they were based there to help the Vietnam war effort? Not hardly. The Soviets wanted a foothold there. Why do you think the Soviets supported little communist countries all over the world? Because they were a bunch of swell guys? Heck, even the United States isn't that altruistic.
