Cam Rahn Bay was built by Brown & Root, now part of Halliburton. At the time B & R was under the protection of LBJ.

It is a fine facility, and Viet Nam would have been delighted to lease it to any of their allies and trading partners.

The US has similar arrangements wherever it can, and that does not mean they are US satellites.

Still no information regarding Viet Nam as in any way a Soviet satellite. Don't think you were right on that one.
