The mission statement of Citizenship and Immigration Canada.

Some of the standard lines seem to be: immigrants provide skilled workers to augment those already in the country; they can help to support the huge wave of baby boomers nearing retirement, since the in-country birthrate is too low to do so; and there is a humanitarian obligation to allow refuge to the persecuted
