The approximate age seemed to fit, as well (he was in high school, as I recall).
It was about 3-4 years ago. Dell was taking their time coming out a with a burn-in BIOS for the OEM modems they had shipped. The BIOS would permit the modems to operate at the new rate of 56 baud (remember those days?). The other Justin Kelley took it upon himself to spam the support web-boards with a continuous whining complaint that pissed everyone off.
