Did he sign it, after sending it back, or was his veto overridden?
If he signed it, he signed it, and it was his. Why does this not count? Because it undermines a point of hyperbole?
Men with swords did not figure prominently as they did at Runnymede. When you talked about cutthroat politics in those days, it was literal.
