We've been under terrorism for years, in Europe:
the Plestinians in the 70's and 80's (A Palestinan threw 2 grenades to a group of jewish children in 1981, right behind the corner where I live; there was one dead). A car exploded in the Hovernierstraat at the diamond centern a short while before; I have friends who'se body was covered with shatered glass.
There also was the CCC.
There are the Corsican , the Basqua , the IRA terrorists.
And the Islamists in Algeria.
We can't declare ware to terrorism if it's not structured (with a hierarchy, etc), otherwise we can't have them surrender like a country does.
But your country wants to go at war against another one that has no organic link with those who fomented 9/11.
Afghanistan had an obvious connection to the terrorists; so do Saudi-Arabia, Pakistan, Sudan, Egypt.
And yet, it's Iraq the goal.
Yes, there is a tyrant at the helm; but if the goal is not the oil (as I hear all over) , not WMD's (as NK is much more dangerous), but removing Saddam, why must it be done at the cost of innocents? (more than 50% Iraqis are children).
Why not locate Saddam, and send a cruise missile where he is?
Surely, it would cost much less thana
