Every technology has its strengths and weaknesses. VASIMR has lower thrust than NTR but a much higher Isp potential.
NTR's high thrust is useful for breaking orbit and getting off to a good start. However, it goes through propellant pretty fast.
VASIMR's high Isp allows for much higher final velocities over time. Each system has its place in the scheme of things.
