I was primarily concerned about the tax brackets everyone's arguing about, not the "wealth gap," so inflation didn't really come into it. The chart you linked to does seem to be in constant 2007 dollars.
The CBO page (I linked to) is significant because it's one of the only places I've seen where they pull payroll taxes into the mix. "Federal taxes" in those charts are all of the Federal taxes.
Nobody is arguing that the wealthy have haven't gotten richer faster than the lower brackets, but the general trend all around has been upward (of course this chart only goes up to 2007). EDIT: Fixed typo
It's not like if the rich hadn't gotten richer, somehow the lower brackets would have gotten that slice of pie instead. It doesn't work like that.
EDIT: Hmmm. This chart may actually have come from the numbers in the table you linked.
Margaret Thatcher on this subject
(Look for the guy using the weasel word "relatively.")

- Yeah, those look like "my" numbers.
- The problem with defending markets here is that too many people can't think outside the "managed economy" box.
