Some life here on Earth thrives on Photosynthisis, some life thrives on Chemical-Synthisis (Petroleum-synthisis and Sulfer-Synthisis), who is to say that we won't one day realize that other forms of life thrive on Radio-Synthisis?
Maybe we on earth are the exception and not the rule, or maybe we are as common as the grains of sand on all of the ocean's shores...
My bet is that life is common, intelligent life (defined as smarter than human) probably "relatively" uncommon when one considers the Interstellar Distances involved in making "Contact" possible.
