If the human race can learn how to control how much solar radiation reaches the Earth, this will not be a problem anymore. Orbital shades would do the trick. Combine those with mirrors and lenses, assuming we can figure out how our weather works, and we could control the Earth’s weather. Such technology, if used right, might be able to make the Sahara and other great deserts a little wetter.
