A tangible real world use for the ISS. Something the people who paid for it will immediately identify with.
A (logistically) simple, direct, do-able plan to deal with something no one seems able to begin to deal with. (Meaning, lacking the will to begin)
The fact that ISS is an international cooperative venture, gives this idea a leg up on beating the political negatives.
