That made me wonder what the tidal effects would be and it turns out that they might be the heat source that keeps the Ocean liquid. Space.com
After reading about theEuropa probe and how scientists are concerned about microbal contamination, I guess using a runaway reactor to get through the ice wouldn't be prudent.
