EO was a tour mission as well

http://www.jpl.nasa.gov/europaorbiter/trajectory.htm . Flybyes of other moons were planned but obsevations considered opportunities, but not priorities. This sounds like a slightly supped up EO mission to justify its rising base price.

The duration of the mission at Europa was limited by radiation exposure. How are we supposed to deal with that with multiple orbital missions?
