One thing I never understood about Sudan strike
Even if Clinton wanted to divert attention away from Monica, why bother bombing Sudan? He had already signed off on a (feeble, symbolic, ineffective) bombing of some of Bin Laden's camps in Afghanistan the same day...that alone would be enough to 'wag the dog' if that's what it was.
I'm even willing to give Clnton the benefit of the doubt and assume that the Sudan bombing was based on dubious, but good faith, intelligence. At the time Sudan was supporting terrorism - they've backed of significantly since then, and are cracking down now on Bin Laden associates in Sudan.
