Rebuilding nations

It may be that like Japan, Germany, and yes, Turkey (conquered and repartitioned after WWI), a nation has to be literally broken down to almost nothing before radical reforms are possible. I hope not.

It's worth noting that the Turks under Ataturk kicked the Allies' butts out of Turkey after WWI and formed their own government. This, rather than some colonial-type arrangement, may also have contributed to their stability. I don't know that much history of the area.
