I can't deny 1 and 2. Those are factor to consider but not reasons not to go ahead. As far as no. 3, it is my impression that the system would not rely on any kind of surprise and it would protect all of the homeland (all battlefields).
I also noted recently that EU is talking to Russia about deploying a less ambitious missle defense system similar to the system that protects Moscow. If a missle defense system is not needed why is EU considering this?
If we are willing to spend the time and money to develope a better system and share it with our friends, why would anyone object?
