Here's what I would do if I had proof that a member of Congress leaked classified information regarding an ongoing military operation.
1. Cancel their clearance and deny that person any further access to _any_ more classified information.
2. Publically name the leaker. Make sure the voters back home know how the leaker is endangering military members' lives.
3. Provide evidence of the leaker's identity to the appropriate congressional ethics committees and urge them to take severe action. If they choose, Congress can remove the member.
For less severe leaks, such as classifed information other than military operations, I'd cancel his/her security clearance and deny him/her any further classified information. I'd still turn the evidence of the leak over to the appropriate ethics committee.
