<...How much of these cuts have actually taken effect yet? If they are all in, then have they been in long enough for reasonable people to think they could have had any effect at all yet?
The current U.S. tax cuts would have worked a lot better to improve the economy if they had been much bigger and not been gutted and spread over so many years as to make them almost meaningless.
Oh wait. We were talking about Russia, weren't we? ;)
