If the Rabin Plan becomes a settlement between the Israelis and Palestinians, the problem or state sponsored terrorism is likely to be reduced - the Cairo Conference is evidence of that. If the settlement is acceptable to the Palestianians, any nation that doesn't like it could be isolated.
That leaves non-governmental actors. If these are denied a base from which to gather strength, then that's solved. UN troops are capable of doing this.
The reason why we're having this discussion is that around half of the population of Israel wants to seize the West Bank and Gaza, while around half the Palestinan population wants to drive the Israelis into the sea. While the Israelis could seize the land, it would only be for a short while. The end result would be massive death.
As a corollary, as the US is the only country in the world where there is any chance that such a move would be even tolerated, if this comes to pass you could also expect further attacks on the US, and not the half ass kind bin Laden put together, and the US to be isolated in putting together a response.
Let me put it another way: if the Rabin Plan had been implemented, the chances of bin Laden being to mount his attacks would have been near zero. Without a settlement between the governemnt of Israel and the Palestinian National Assembly, you can expect more of them.
