<...Our Founding Fathers recognized this unhappy state of affairs when they drafted the promulgating documents of the nascent nation outlining the responsibilities of what would come to be known as the federal government..."to provide for the common defense, promote the general welfare..."
"General welfare" does not mean a check from your fellow citizen's pocket, and everybody knows it.
If you can find a single document (hell, a single sentence) written by any of the Founding Fathers while the Constitution or Declaration were written, which states that the government has the function of taxing wealth from the citizens in order to do charitable work, I'll eat my hat.
I will grant that it wasn't long after the founding of the nation that members of the Congress began getting this idea in their heads, despite the best attempts of some people.
