I think Kennedy deserves full credit for goosing the Moon program, regardless of the political motivations. Sure the program was under way--Project Mercury started in 1958--but Kennedy gave it the kick it needed.
Still, sometimes whoever happens to be in the Oval Office gets a lot of credit for what goes on whether he really did anything or not. I have more than a few friends who are still cheesed that Richard Nixon's name is on that plaque on the Moon.
