If this is the course we choose, how do we avoid having every two-bit Afghani platoon (or whatever they have) leader run a good part of our foreign and military strategy just by dropping a mortar round on a Special Forces camp whenever they choose to.

Would we have the same problem the Israelis and Palestinians have, or the British and Irish - anyone with an AK-47 can control the process?
