They keep coming, and Castro shoots them down. Not wanting civilian casualties, the Cuban Air Force waits until they are over unpopulated areas, in other words, water, before doing so.

Everyone, from Hilary Clinton, Madeline Albright to GW condemns Castro and the Cubans.

Questions: How long would the US tolerate religious Cubans flying over Miami dropping leaflets before shooting them down?
How long should the US tolerate that?
What would you do if Castro threatened to indict GW for allowing the shoot-down?
