It could only work if both sides have reason to trust the mediators
So far, Israel has good reason to be dubious about any European attempts at mediation. Institutional anti-Semitism isn't as bad today in Europe as it has been in the past but it still exists. Europe is also more dependent on Middle Eastern oil than we are, so they might also be more willing to sacriface Israel for their own domestic needs.
