Carve out a piece of property for the Palestinians say, southern Iraq (after were done with it), convince them to move, get the word out that "New Palestine" is a safe haven for terrorists, wait for terrorist training camps to pop up and the former southern Iraqis to start terrorizing the New Palestinians and then drop the bug zapper.
