When I was born my Dad was a member of a Federal armed law enforcement group which had formal and informal uniforms.

I have a picture of me at about 8 months in what looks like fatigues with his dress hat on and gun strapped around my waist.

I would suspect every kid whose Dad was a cop, or FBI Agent, or whatever, has a picture like that.

It does seem a bit different than a suicide bombers belt, though, now that I think of it.
