This partial quote is widespread on the Net. This source provided the most complete version I could find on short notice. Further work would require physically digging up the paper at a library.
We can't be so fixated on our desire to preserve the rights of ordinary Americans to legitimately own handguns and rifles . . . that we are unable to think about the reality of life that millions of Americans face on streets that are unsafe, under conditions that no other nation . . . has permitted to exist.
This explains the quote a little better, but from a libertarian standpoint, hardly improves it.
Of course, the streets would be safer if MORE ordinary Americans carried guns, but the left doesn't like to have this pointed out.
