For a bit of historical perspective on the situation I would suggest the blame be placed squarely where it belongs.
Blame Moses. For forty years he dragged his tribe over every piece of rich oil bearing sand in the region and in the end selected the one patch with no oil. You will note he never went there--no, he inflicted this territory on the Jewish people without him.
If Moses had selected land with oil--wow! I ask you, do you think we would be having any problems now if he had picked Kuait?
So those that are so anxious to allocate blame, let Moses take the lions share and leave the poor betrayed Israelis to suffer their oil-less state in peace.
