< Tell him what the resolution will look like, and to stop, to the best of his ability, all terrorist or para-military actions. NOW.
Nice loophole for Arafat. What does “to the best of his ability” entail? Drop the nice CP lingo and tell it has to stop, period. No “best of ability” out for anyone. Just stop. If that should involve (heaven forbid) Palestinians arresting or killing Palestinians, then so be it. No noble “best try” here. It’s all or nothing.
In order to promote Israeli trust in the process, attach a "shadow" government to Arafat who reports on the processes going on within the Palestinian political structure such as that is.
The same would have to be applied with Israel. In order to foment “equality,” such “equality” must be displayed.
Now, recognizing that the Palestinians don't have the control over their radical factions the Israelis have over their army, there are bound to be more terrorist actions.
And who said leading a nation is easy. Make it stop. Period.
Hopefully, terrorism would then be seen as a bad thing by the majority of Palestinians, too.
It already is. It’s just that the majority can find no leadership with the balls to end it.
Other than that, it would work. Sounds almost like a U.S. Trust Territory solution, except that you’re giving the region on last chance -- again. Moving in and taking over would be an interesting move by the U.S., but one the U.S. population would probably not like all that much -- unless the violence was spread to U.S. soil.
I still think the only solution would be to move in, take the land over, divide it into lots, integrate both populations and force them to live together, sharing the land, the resources, the schools, the stores, and the government, and chancellery of the United States. Such a takeover would be bloody and many innocents would lose in the process, but they appear to want someone other than themselves to come in and “fix” things. Eventually, the result would be peace, either through self annihilation, or a coming to terms.
In the real world of politics, the whole crock will depend upon words on paper, with a red-faced U.S. shouting for both sides to stop -- shouts that fall inevitably to deaf ears.
