The point is that UN Resolution 242 does NOT require unilateral Israeli withdrawal

It calls for an Israeli withdrawal from the territories conquered in the 1967 War of Arab Aggression (my words, not the UN's) within the context of a negotiated peace agreement. Thus the settlements are not technically 'illegal' as long as the Palestinians refuse to commit to a final peace agreement with Israel.
