Can you define "hate crime" in such a way as to leave this out?
Does "terrorism" require a body. Can property damage be "terrorism"? Would blowing up a power plant be "terrorism" if no one was hurt? How about a hospital, again, if no one was hurt?
If so, what would you use to not include this?
I'm sure you can do it, I just don't know how.
