Dynamiting evacuated buildings is not "terrorism". The Israelis can level an apartment house and the area around it where a dead criminal lived, for the prupose of depriving civilians of shelter, and that's not "terrorism".
By that logic al-Qaida could surround a Chicago "project", force the residents into the streets, level it, and that wouldn't be terrorism.
Dastardly, but not terrorism.
