We identify nations providing support and safe haven to terrorists and we wipe the bastards' governments off the face of the earth. We replace it with a stable government committed to the welfare of its people, and to responsible participation in the international community. Afghanistan was the first instance of this action; there will and should be more.
We support and encourage moderate Muslim states, help them fight Al Queda type extremists. (Of course it would be nice if these states were ruled by democratic government, but that's principally the responsibility of the nation's citizens)
We give military assistance to countries around the world fighting Islamic, and other, forms of terrorism. The Phillipines, Malaysia, Indonesia, throughout Asia, Africa, and the Middle East.
You've got to understand that you can't possibily defeat Al Queda by 'educating' them or being nice to them and hoping for a positive response. These hopeless savage bastards are way, way beyond that, and the only way you defeat them is to eradicate them.
