While they've systematically ignored large portions of the Constitution for decades, the government can not ratify a treaty that blatantly violates the Constitution. The ICC is a court that isn't accountable to anyone. It doesn't even have a coherent set of international laws to enforce. Why in the world would anyone want that? Government without accountability is tyranny.
