Assassination warfare
I personally would be tickled pink if we popped a cap on Saddam personally, and then picked off each would-be replacement dictator as they stepped up until the supply finally ran out. I have always thought this was the most effective and humane way to shut down a dictatorial tyranny, but obviously world leaders--who make the rules of war--don't want to set a precendent for offing world leaders as official policy, so such ideas are frowned upon.
