Is the population of CA still climbing?

I would think that with all the open immigaration laws that the population of California would be swelling...But then with all the anti-growth laws, the population should eventually stop growing as the new immigrents can't find anywhere to live an work.

I thought CA was supposed to run out of natural resourses by now (Water, oil, land, etc...)
