Build more airports
Build up the coastline with resorts and residential developments ( use California as an example)

Yes, I am not seriously saying we should take over mexico by force - we really should just BUY large parts of it adjoining California outright, instead of throwing away their banks debt like we did during their financial meltdown.

Seriously California's QOL has gone down drastically since 1989. It's the subtle things that all add up. From lack of jobs, depressed economies, crowded freeways, increased crime, crowded hospitals, etc.
