The ship has been ordered back out to sea and the military has brought in special equipment that can scan the interior for nuclear material or devices.
Ordering it back out to sea was a good idea. We Canadians have some history with ships exploding while in-harbor. In 1917 a munitions ship blew up in Halifax harbor, instantly flattening 2 square miles of downtown infrastructure, wrecking most of the remaining buildings, and killing over 2000 people. The blast emptied the harbor of water, and as the ocean rushed back in the tsunami killed even more people. It sent a mushroom cloud miles high, and rained over 3000 tonnes of burning metal debris onto the surrounding countryside, including the ship's 2-tonne steel anchor which landed 3 miles away. The concussion blew out windows 30 miles away and was felt 200 miles away. It was the most powerful explosion experience by mankind prior to Hiroshima, and it wasn't even a nuclear explosion.
