I've been on the beach at Port Hueneme and coated with the lousy tar which seeps from around the off-shore oil rigs in the area. Not good stuff, seems to find you like a porcupine quill (I know they don't "shoot" them") and spreads around like, well tar. Nasty stuff, often takes gallons of gas to get it all off.

Unpleasant.

I don't know what's normal for these places. But I suspect you're right, the local critters in the Gulf of Mexico have adapted to eating it.
