Seems natural...
that they would evolve the Union. It all comes down to ratification and I have a hard time picturing the European states surrendering sovereignty to a strong central government anytime soon.
In the USA our original 13 States did not have a history of hundreds of years of sovereignty, yet they are all referred to as sovereign states and it eventually led to a nasty war.
Maybe I'm missing the point.
