One of the main reasons for the united States of America to form a union was to smooth out a lot of things that were standing in the way of people working and trading with each other. As it was, the entire collection of states were a dog's breakfast of different rules, tariffs, regulations, money, and ways of doing things. The Constitution was designed to make things simpler, not more complicated. Think the original intent of the Commerce Clause. It was not designed to impose hundreds of volumes of Federal regulations on every last thing you can possibly think of. De-regulation, not regulation.
In any case, the whole idea of a Constitution was quite controversial, with considerable fears (well-founded) that eventually the Federal tail might end up wagging the state dogs. The Bill of Rights was one compromise on this.
