Traffic lights were developed by citizens and localities themselves in response to a need. Don't recall it originally being a Federal program, although I suppose eventually some Federal law was written on it, as there is on almost everything under the sun.
As for the rest, let's wait until they're done and see how the European constitution compares to the American one. Remember, the Soviet Union had a constitution too.
