There are many measures that can be taken to considerably reduce terrorism. Of course, it's impossible to stop it once and for all from one day to the next. As it will eventually happen in Israel (after all, the Palestinians had terrorized Israel and ROW for years and then it dropped down to a very low level, to be restarted again when they saw that the Israeli would not return occupied territories and instead went on taking them over). Terrorism has known quiter phases.
If Israel conditions a dialogue to 6 months of complete absence of terrorism, it's not realistic.
Somebody must start somewhere and the most democratic usually does.
If reduction is seen, more can be achieved towards appeasement.
It's like the war on cigarettes or drugs or guns: make it difficult to get them, it will reduce their markets, not completely, but enough to see results.
