I'm confused here...

As far as I can tell, the UN High Commissioner for Human Rights is Sergio Vieira de Mello </a? from Brazil. Is there some other UN group that I'm missing? And if so, how does a whole country chair a Commission/Convention? Or is it a Libyan individual, rather than Libya itself? And why is it absurd for a conference on disarmament to be held in a place where war is imminent? (other than the fact, as I said, that it would likely be kind of dangerous just now). Are the Iraqis going to administer some kind of gas to the convention attendees to turn them all into SH clones?
