If a bunch of hookers wanted to discuss how to get off the streets and out of the business, that means they want to quit what they're doing. More power to them and let's all hope they succeed.
However, if a bunch of active hookers who had no intention of quitting what they're doing decided to hold a convention on abstinence, well, their hearts just aren't in it.
If Saddam had been trying to disarm, then him hosting a disarmament conference would be perfectly reasonable. He could discuss disarmament topics with countries that actually did it, like South Africa and some of the former Soviet republics.
However, Saddam has actively worked against multiple disarmament resolutions from the UNSC for 12 years now. He has shown no inclination towards disarming at all. His heart just isn't in it.
