You might have a point, if I wasn't absolutely certain that an "equally equipped" Iraqi military would fight just as dirty as a poorly-equipped one.
I don't know if it violates any particular convention or treaty, but when I was a kid, one way you could tell a bad guy in a cowboy or military movie was irredeemably evil, was that he would approach under a flag of truce and then pull a gun.
Come to think of it, the other things the bad guys would do included holding women and children in front of them as shields...
