He no longer works at the Halliburton Company. In fact, his pay went down dramatically when he left Halliburton to run for VP. The only income he receives from Halliburton today is deferred compensation earned during the years he worked there, prior to 2000.
Perhaps you should instead present some real evidence that Halliburton is not the best qualified company for the specific contract in question?
