I've not heard this story before. However Saddam has always paranoid about traitors. If someone blabbed about one of those ships, the ship could be attacted by helicopters and captured before being scuttled. This would have been catastrophic for Saddam during the diplomatic phase. A more reasonable strategy would be to bury the stuff under a large building such that a recon. satellite could not monitor the activity.
