' "but Rule of Law is generally contrasted against dictatorial power. Rule of Law means ruled by laws, whereas Dictatorial power is ruled by decisions of a person or group of people. A law whether a decree, or part of established set of laws must be enforcable in order to have power."
This is pointless. The above extract makes no sense. You have no idea what you are talking about- in fact are incoherent.'
You can have a king [dicator or council), which rules a bunch of people. Now, this king could have no written or known laws, but he can still control [by brutal force {or simply because these people *like the guy*}] his people [dictatorial power].
Or this king could have some rules, but the king doesn't need to follow these rules and/or could suspend a rules whenever he wanted [dictatorial power].
Or you could some written laws, but for most part these laws were for his subjects to follow, not the king [dictatorial power].
The Magna Carta was the beginning [in English law] of the Rule of Law:

The Romans had Rule of Law, as did the Greeks. It was from drawing on the principles of the Magna Carta [English law at the time of American Revolution evolved from Magna Carta] and Classical history that the Framers constructed the American Constitution [a document which describes a system of maintaining the Rule of Law].
