If you want a war which had *a chance* it being pre-emptive- why not look at Afghanistan? At least this in particular situation there were more uncertain legal factors- and it didn't get a UN security council resolution 15-0.
Also please try and explain the legal difference between lobbing cruise missiles compared to using ground troops to take territory? Would you instead favor using large amount of cruise missiles or say periodic use of smaller amounts of cruise missiles mixed with lots of time spent in *useful talk*. You do realize that using a cruise missile against a country in which you are not at war with would be considered an act of terrorism and a war crime- even if no civilians were killed. And you can only legally kill soldiers or attack miltary installations if at war. So if we weren't actually at war with Iraq, could Clinton be tried for war crimes- is Clinton safe to travel to Belgium [is any US President safe to travel to Belgium- what about France?]? Or turn this around how many wars has France been involved with that you would considered illegal, should we start arresting France officals??
Why do you suppose the US only use cruise missiles against certain countries [Hey we don't like France can we launch a few?], do you imagine the miltary doesn't consider all the legal considerations before following a Presidential order?
A embedded reporter was at a miltary headquarters in the field in Iraq, and he mentioned that there was *60* lawyers on the ground advising the commander on all miltary decisions. I can't even imagine how many lawyers are at Penagon crawling all over every all the decisions made- did all these guys *miss* something, that you *somehow* know.
